Jess Duff,
Chief Executive Officer
Jesse H. Duff served as the City Manager of the City of Duarte from 1986 to 2004.
Following his retirement from Duarte in October, 2004 he has served in several interim
positions including Interim City Manager/City of Claremont, Interim City Manager/City
of Irwindale, and Interim Community Development Director, City of Rosemead.
He is a graduate of Cal Poly University, Pomona and received an M.A. Degree in Public
Administration from Cal State University, Long Beach. Mr. Duff and his wife Sally
have lived in La Verne for 25 years.

Margaret A. Harris, Chief Financial Officer
Margaret Harris has over 25 years of healthcare financial management
experience. Over the past four and a half years, Ms. Harris has provided
her financial expertise to Tri-City Mental Health Center as its Chief
Financial Officer. In addition to the successful implementation of timely
and accurate financial reporting, Ms. Harris has been instrumental in
Tri-City’s emergence from bankruptcy and the successful contracting with
Los Angeles County Mental Health Department. Previous to her employment
with Tri-City, Ms. Harris was employed for over 19 years at American Medical
International, (“AMI”—now Tenet Health Care) and was responsible for the
financial Shareholder and Securities Exchange reporting and had major
financial responsibility in that company’s mergers, acquisitions and
dispositions. In addition to her tenure at AMI, Ms. Harris provided CFO
services to other alternative health care companies, including outpatient
dialysis, outpatient medical clinics and a medical management software company. |

Antonette Navarro, Director of Clinical Program Services.
LMFT has been providing community-based mental health services to underserved and
high-utilizing populations for 19 years. In that time, Ms. Navarro has provided
services directly (as a therapist), as well as indirectly (as a supervisor, program
coordinator, program director, clinical head of service), across a variety of
service settings including outpatient clinics, residential sites (foster homes,
group homes, level 12-14 treatment centers), client homes, and schools. She is
bicultural and bilingual (English/Spanish) and has extensive experience in program
development and implementation, co-occurring disorders treatment, family systems,
treating teens with self-injurious behavior, and clinical staff training.
Ms. Navarro oversaw the implementation of MHSA services for children and transitional
age youth in Los Angeles County’s Service Area 6 for fiscal year 2007-2008 as the
Clinical Head of Service for Special Service for Groups HOPICS Family Center.

Nancy Gill, Director of Operations
Nancy has served as the Director of Operations for Tri-City Mental Health
Center for over 5 years. She has 20 years experience in the mental
health field with an extensive background working for Los Angeles,
Orange County, and State of New Jersey contracted mental health service
providers in the capacity of administrative management and consumer
outreach and engagement. Previously, Ms. Gill served as a Case Manager,
Enrollment Supervisor for the Los Angeles PARTNERS program, Hospital
Outreach Coordinator, Contracts Administrator and Administrative Director
overseeing contracts and fiscal management for Pacific Clinic’s Orange
County Division which included Cal Works, Group Home, Adult Outpatient
and Children’s Outpatient programs.

Elizabeth Owens, Quality Assurance Manager
Elizabeth Owens comes to Tri-City Mental Health with over 6 years experience
in the Mental Health field. Her experience includes Case Management where she worked
with underserved populations in the South Los Angeles area. She has worked at the Valley
Trauma Center providing direct services to sexual assault and incest survivors. She has
worked as a therapist providing services to children and families in an Outpatient
setting in the Oxnard area, as well as working with teenagers in the Repeat Offenders
Prevention Program in Oxnard and surrounding areas, providing In-Home therapy; school
based therapy; facilitated groups with domestic violence and substance abuse survivors.
Additionally, she has worked as a Program Manager supervising staff and as a Quality
Assurance Clinician. She specializes in Eye Movement Desensitization and
Reprocessing (EMDR) a comprehensive methodology to psychotherapy that accelerates
treatment to trauma victims, as well as other pathologies. Elizabeth received her
Master’s of Science Degree in Counseling from the California State University,
Northridge, and also comes with an undergraduate degree in Business Management.
The Mental Health field is her second career choice. Prior to returning to school,
she worked in the Human Resources field and Aerospace industry field for a number of
years respectively.

Rimmi Hundal, MHSA Coordinator
Rimmi comes to Tri-City Mental Health Center with 8 years of experience
in mental health and has worked with international families and
culturally diverse populations. She is a graduate of Cal Poly Pomona
and received a Masters Degree from Pepperdine University in Clinical
Psychology. Prior to coming to Tri-City, Rimmi worked at Aspen Education
Group with under-achieving youth and Aurora Charter Oak Hospital as an
Assessment Specialist. She is experienced in community outreach and
public relations, has knowledge of integrated community service, knowledge
of mental health disparity, cultural competence and value of consumer and
family member involvement in program planning. |
