Tri-City Mental Health Authority (TCMHA) is requesting proposals for Janitorial Services for seven (7) Tri-City Mental Health Authority locations listed herein, for three (3) years beginning October 1, 2026 and ending August 31, 2029, with an option to extend for two (2) additional years.
This Request for Proposals (RFP) for Janitorial Services is expected to result in a fixed price contract. All proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document No. 2026-0704, and must be received by TCMHA as indicated in the Proposal Requirements.
Scope of Services
The successful contractor shall furnish all cleaning supplies, materials, and equipment necessary for the performance of the work specified. Janitorial services include nightly cleaning and keeping facilities sanitized and clear of debris to maintain a safe and clean environment for TCMHA employees, clients, and guests. The identified facilities requiring custodial services consist mostly of general office space, including restrooms, lunchrooms, conference rooms, kitchen facilities, hallways, community rooms, and exterior space. Contractor is responsible for on-site inspections of all facilities and shall provide sufficient personnel required to satisfactorily accomplish stated tasks.
Janitorial services shall be provided at the following TCMHA locations:
- 2001 N. Garey Avenue, Pomona, CA 91767 – MHSA Building
- 2008 N. Garey Avenue, Pomona, CA 91767 – Adult Outpatient Clinic and TCG
- 1403 N. Garey Avenue, Pomona, CA 91767 – Wellness Center
- 1900 Royalty Drive, Suites 160, 170, 180, 205, 280, & 290, Pomona, CA 91767
- 1902 Royalty Drive, Suites 120, 130, 140 & 160, Pomona, CA 91767
- 431 W. Baseline Road, Claremont, CA 91711 – Administration Office
- 1717 N. Indian Hill Boulevard, Claremont, CA 91711 – Administration Office

Time and Manner of Submission
Completed Proposal Packets must either be:
- Scanned and emailed to dacosta@tricitymha.ca.gov with "SEALED PROPOSAL FOR JANITORIAL SERVICES:" in the subject line; or
- Delivered in a sealed envelope labeled “SEALED PROPOSAL FOR JANITORIAL SERVICES” via mail or overnight to: Tri-City Mental Health Authority, 1717 N. Indian Hill Blvd, Suite B, Claremont, CA 91711, Attn: Chief Financial Officer
All proposals must be signed by a duly authorized representative of the agency and received by August 11, 2026 by 4:00 p.m. PDT.
Unsigned or late proposals will be rejected. Faxed proposals are not accepted. Proposals will be verified for compliance with RFP specifications and also competitively evaluated. A recommendation to award contract tentatively will be presented to the Governing Board at its September 16, 2026 meeting. TCMHA reserves the right to make no award of contract.
