Tri-City Mental Health Authority (TCMHA) is requesting proposals from qualified Property Management Companies to provide property management services for an 8-unit housing property located at 786 N. Park Ave. in Pomona, for three (3) years beginning September 17, 2026 and ending September 16, 2029, with an option to extend for two (2) additional years.
This Request for Proposals (RFP) for Property Management Services is expected to result in a fixed price contract (fixed monthly rate). All proposers shall meet the provisions, requirements and specifications listed in this Request for Proposal Document No. 2026-0703, and must be received by TCMHA as indicated in the Proposal Requirements.
Scope of Services
Contractor shall provide property management services for the property located at 786 N. Park Avenue in Pomona, California that will involve dealing with tenant issues as set forth in this Agreement and the Contractor’s Proposal for Property Management Services incorporated into and made a part of this Agreement as Exhibit A. A more detailed scope of work is attached to this RFP and incorporated herein as Attachment A, but is not limited to the tasks listed.

Proposal Requirements

Time and Manner of Submission
A fully executed Proposal shall be scanned and emailed to TCMHA’s Chief Financial Officer at dacosta@tricitymha.ca.gov no later than 4:00 p.m., PDT, on Wednesday, August 19, 2026. Proposals may also be submitted in hard-copy form via U.S. Mail, Overnight, or Hand Delivery, and shall be received by TCMHA’s Administration Office no later than the Closing Time 4:00 p.m., Pacific Time, on August 19, 2026. Received proposals will be time stamped.
Proposals submitted via Hand Delivery, may be delivered on Mondays, Tuesdays, or Wednesdays only between the hours of 8:00 AM and 4:00 PM (Pacific), excluding TCMHA holidays. Proposals delivered after the Closing Time will not be accepted. Proposals must be in a sealed envelope, and be marked and addressed as follows:
