MHSA is now BHSA
California’s transition from the Mental Health Services Act (MHSA) to the Behavioral Health Services Act (BHSA) represents a major modernization and transformation of the state’s behavioral health system.
The Mental Health Services Act (MHSA), approved by voters in 2004, established a dedicated funding source for community mental health services through a 1% tax on personal income over $1 million. MHSA significantly expanded local mental health systems by supporting prevention, early intervention, and community‑driven programs statewide. With the passage of Proposition 1 in March 2024, California is updating this framework through the Behavioral Health Services Act (BHSA) to better meet current community needs and align local community program planning with statewide goals and priorities.
BHSA expands and broadens the scope of behavioral health services to include both mental health and substance use disorder treatment, with housing interventions embedded as a core component of care. Counties will continue operating under MHSA while preparing for full BHSA implementation by July 1, 2026, when new funding categories, planning requirements, and statewide priorities take effect.
Through BHSA, TCMHA is working to improve access to services, strengthen coordination across systems, and build a more comprehensive and integrated continuum of care that supports healing, wellness, and long‑term recovery for individuals, families, and communities across the Tri-City region.

TMCHA is committed to meaningul engagement with our community. Through our Community Planning Process, we gather input from residents, service providers and advocates about services and supports funded by the MHSA/BHSA. Your feedback helps shape and guide new and ongoing behavioral health services and supports. You have the opportunity to collaborate with peers, advocates, providers, residents and TCMHA staff in Community Planning Process workshops, listening sesstions, presentations, community forums, and public hearings held throughout the year. Together, we can build a behavioral health system that reflects the voices and needs of your community.

Upcoming Community Forums
The MHSA/BHSA requires all counties in California to develop a three year Integrated Plan through an inclusive Community Planning Process, ensuring meaningful public participation and oversight from individuals with lived experience, families, providers, and community partners.The Event Calendar on this page will be updated regularly with upcoming community engagement opportunities. All meetings are open to the public to attend.

TCMHA is hosting two community forums in March 2026 to share an overview of the draft BHSA Integrated Plan, discuss Proposition 1’s impact on local behavioral health services, and gather community input. Please note that the content is the same for both meetings, so please attend whichever works best for your schedule. All community members are welcome to attend.

BHSA Integrated Plan
The BHSA Integrated Plan is a document that explains how TCMHA will use funding to support behavioral health services in the community. It covers a three‑year period and includes required details such as planned programs, funding sources, community needs, goals, and how success will be measured.
The draft plan is available for a 30-day public comment period from February 20, 2026 through March 25, 2026.
Community members are encouraged to review the draft and submit feedback, recommendations, or questions. All comments will be reviewed and considered for inclusion into the final Integrated Plan. Community input is essential to ensuring that services reflect local needs and inform updates presented to the Tri-City Governing Board for review and approval. The final Integrated Plan will take effect July 1, 2026.
