Tri-City Mental Health Authority (TCMHA) announces the release of its Draft Behavioral Health Services Act (BHSA) Integrated Plan for Fiscal Years 2026–2029. This comprehensive three-year roadmap outlines how TCMHA will invest state, federal, and local behavioral health funding to improve mental health and substance use services, reduce disparities, and support priority populations across Claremont, La Verne and Pomona.

As TCMHA’s first three-year plan under BHSA, this Integrated Plan marks the transition from the Mental Health Services Act (MHSA) to a more coordinated and integrated behavioral health framework. Guided by community priorities identified through the Community Planning Process, the plan outlines strategies to expand access, strengthen equity, and build a continuum of care that supports healing, wellness and long-term recovery throughout the Tri-City region.


30-DAY COMMENT & REVIEW PERIOD

The draft plan is available for a 30 day public comment period from February 20, 2026 through March 25, 2026.

Community members are encouraged to review the draft and submit feedback, recommendations, or questions. All comments will be reviewed and considered for inclusion into the final Integrated Plan. Community input is essential to ensuring that services reflect local needs and inform updates presented to the Tri-City Governing Board for review and approval. The final Integrated Plan will take effect July 1, 2026.

Community Forums for Public Input

The BHSA requires all counties in California to develop a three-year Integrated Plan through an inclusive Community Planning Process, ensuring meaningful public participation and oversight from individuals with lived experience, families, providers, and community partners.

As part of this effort, TCMHA will host two community forums to share an overview of the draft Integrated Plan, discuss Proposition 1’s impact on local behavioral health services, and gather community input. All community members are welcome to attend.

About the Behavioral Health Services Act

The Behavioral Health Services Act (BHSA) is California’s updated framework for planning, funding, and delivering behavioral health services. Enacted through Proposition 1 in March 2024, BHSA updates and expands the 2004 Mental Health Services Act (MHSA) to better meet current community needs. This reform builds upon the foundation established by the MHSA, which introduced a dedicated funding source through a 1% tax on personal income over $1 million.

BHSA strengthens the statewide behavioral health system by:

      • Expanding the scope of services to include both mental health and substance use disorder treatment;
      • Prioritizing individuals with the most significant behavioral health needs, including those at risk of or experiencing homelessness;
      • Supporting prevention, early intervention, treatment, housing, and recovery services;
      • Increasing accountability, transparency, outcomes-based planning and alignment with state priorities
      • Integrating multiple funding sources—including BHSA, Realignment, Medi Cal, federal grants, and local funds—into a coordinated system of care.
