The Mental Health Services Act (MHSA), also known as Proposition 63, has served as the primary source of funding for all MHSA programs for Tri-City Mental Health since 2008. Passed in 2004, the MHSA is funded through a tax imposed on Californians whose income exceeds 1 million dollars. Known as the “millionaire’s tax” this initiative is designed to expand and transform California’s county mental health system to provide more comprehensive care for those with serious mental illness, specifically in unserved and underserved populations. 

Tri-City Mental Health is seeking approval for the MHSA Innovation Plan, Community Planning Process for Innovation Project(s), in the amount of $675,000 for the purpose of promoting interagency and community collaboration related to mental health services and/or supports and/or outcomes. The goal of this three-year project is to help Tri-City strengthen our community planning process and stakeholder involvement. The plan is to develop a robust and effective strategic community planning process and related activities resulting in future Innovation plans that are calculated, meaningful, and effective. This project will also provide feedback that can be used by Tri-City for the development of other MHSA Plans as well as by our Governing Board for future decision-making and stakeholder engagement needs.


30-DAY COMMENT & REVIEW PERIOD

The MHSA Innovation Plan, Community Planning Process for Innovation Project(s), was posted for a 30-day public review and comment period from August 11, 2023 to September 12, 2023. 

On September 12, 2023, the Tri-City Mental Health Commission hosted a MHSA Public Hearing where community members were invited to join and review a presentation regarding program updates summarized in this document. The meeting was held from 3:30 pm to 5:00 pm at the MHSA Administrative Office located at 2001 N. Garey Avenue, Pomona, CA 91767. Participant feedback to staff was reviewed and incorporated into this plan.
