Tri-City Mental Health Authority (TCMHA) is requesting Quotes from experienced and qualified marketing agencies for marketing services to produce a recruitment video and launch a short-term, multi-channel digital advertising campaign aimed at increasing visibility and attracting qualified behavioral health professionals to join its mission and diverse workforce. Similar to many behavioral health agencies and counties across California, TCMHA is operating in a highly competitive labor market. To strengthen recruitment outcomes, TCMHA is seeking a targeted outreach strategy that authentically communicates what makes working at TCMHA both meaningful and professionally rewarding. Messaging should reinforce TCMHA’s role as a locally rooted government agency delivering a full continuum of behavioral health care.
This Request for Quotes (RFQP) is expected to result in a fixed price contract. All Proposals shall meet the provisions, requirements and specifications listed in this Request for Quotes Document No. 2026-0101 and must be received by TCMHA as indicated in the Quote Requirements.

Quote Requirements

TIME AND MANNER OF SUBMISSION: One printed copy of the Quote Packet must be submitted via U.S. Mail, Overnight, or Hand Delivery, and shall be received by TCMHA’s Administration Office no later than the Closing Time 4:00 p.m., Pacific Time, on January 28, 2026. Received Quotes will be time stamped. Quotes submitted via Hand Delivery, may be delivered Monday – Thursday, between the hours of 8:00 AM and 4:00 PM (PST); excluding TCMHA holidays. Quotes delivered after the Closing Time will not be accepted. The Quote must be in a sealed envelope, and addressed as follows:
