Tri-City Mental Health Authority (TCMHA) is requesting Proposals from qualified vendors to provide peer consulting services for a Psychiatric Advance Directives (PADs) Phase II Multi-County Collaborative Project. This Request for Proposals (RFP) for Consultant for PADs Phase II Project is expected to result in a fixed price contract. All Proposals shall meet the provisions, requirements and specifications listed in this Request for Proposals Document No. 2025-0802 and must be received by TCMHA as indicated in the Proposal Requirements.

The Psychiatric Advance Directive (PAD) Innovation Project is a multi-county initiative aimed at empowering individuals living with behavioral health conditions to proactively express their treatment preferences before a crisis occurs. The California Behavioral Health Services Oversight and Accountability Commission (BHSOAC) included PADs in its 2020–2023 Strategic Plan, marking a critical step toward statewide implementation.

As one of eight pilot counties participating in this initiative, TCMHA is working to increase access to PADs by contracting with a peer-led agency that will assist individuals in creating personalized directives that reflect their care preferences and values. Phase I of the project has been completed, and the initiative is now entering Phase II, which will run from July 1, 2025, through June 30, 2029.

A key element of this pilot is the engagement of peers who can assist individuals in a trauma-informed, culturally responsive, and person-centered manner throughout the PAD creation process. Tri-City seeks to contract with a peer consultant agency that employs Certified Peer Support Specialists to support, coordinate, facilitate, and assist interested participants in the creation of PADs across Tri-City’s service area of Claremont, La Verne, and Pomona.

Proposal Requirements

TIME AND MANNER OF SUBMISSION: One printed copy of the Proposal Packet must be submitted via U.S. Mail, Overnight, or Hand Delivery, and shall be received by TCMHA’s Administration Office no later than the Closing Time 4:00 p.m., Pacific Time, on August 27, 2025. Received Proposals will be time stamped. Proposals submitted via Hand Delivery, may be delivered Monday – Thursday, between the hours of 8:00 AM and 4:00 PM (PST); excluding TCMHA holidays. Proposals delivered after the Closing Time will not be accepted. The printed Proposal, with a wet signature, must be in a sealed envelope, and addressed as follows:
